Set price card tap device...thing?

I'm looking to create an advert (think Bus Shelter type thing) that has within the frame in which it will fit a card reader that is set to a certain amount (£3 or so). People are invited to tap their card onto a spot on the advert (behind which is the reader) which then takes £3.

Would anyone know if a) this is possible and b) any companies that might be able to provide the tech?
