Do you mean trunks or system?
Most modern hosted platforms offer fixed number of minutes and then a set cost per minute over these inclusive minutes
If you're talking about trunks then you should be billed in the same way your mobile phone contract is done, you use XXX and then at the end of the month you pay for XXX
You shouldn't be paying YYY in advance. Some legacy vendors did this but none of the modern options I used to deal with. My knowledge is about 3-4 years out of date since retirement.

Sorry, when I say VOIP, I mean the type of service that the Voipon company provides.
