I have a couple of web sites I subscribe to for free tender infromation from the public sector which I thought other PH's might like:

www.supply2.gov.uk (central govt. quango and some LA) and www.bluelight.gov.uk (police and fire authorities)

You can get free local alerts, but I have registered in my locale and in central London to pick up the national alerts. You can also pay to get all alerts.

They do the whole gambit: IT, vehicle repairs, building work, vehicle supplies, consultancy, medical services, training etc.

Any other free or low cost tender web sites I am always on the look out for them.

Ok, so the link is broken but how hard did you try? Top right, choose your language.

When I were a lad you had to go the library and photocopy the thing. Now there's an RSS feed

Found these to be very good.

The OJEC site has everything that these and others feed from, what you pay for is filtering. Trawling through OJEC is tedious - even if you have the right CPD codes.
