Just upgraded my internet to Infinity 2, with unlimited download allowance, as opposed to the 40gb limit I previously had. I suspect that I will need it.Eta now fixed ... Great piece of kit!

Got a Raspberry Pi downstairs attached up to a USB hard drive, and into my TV/AV combo. All working fine, films & tv shows etc selectable for watching on the main TV using either internet browser or our iPhones/iPad as remote controls.
Daughter has got a TV/DVD combo unit in her bedroom upstairs, with an unused HDMI socket.
Can I use the Chromecast to let my daughter watch files stored on the Pi hard drive (Pi is also connected to our wifi router) and control what she watched using the iPad as a remote?

This won't work. Rasplex and the Plex app for Chromecast are Plex clients. You will need to have Plex Media Server installed somewhere for the Plex clients to connect to and there isn't a version of Plex Media Server for the Pi.That's Plex for the pi.

The only way I can think of to do this would be connect the external drive to a PC and install Plex Media Server there. Then use Rasplex on the Pi and the Plex app on the Chromecast. You would have to make sure the PC was switched on when you wanted to watch something though.
