Blocking websites

Is it possible for a system administrator to block a particular website , and if so what message would the user get when trying to open that page ?

Depends entirely on what systems they're using to get out onto the internet.

If its blocked that firewall you usually get a friendly page saying its been blocked.

If its been blocked on your machine by playing with the hosts file you wont be able to tell the difference, it will just give you a 404 - File not found.

We changed ours a week or two ago to say:

Computer says "No"

Sorry , can you elaborate ?
He means that diverting certain domain names and IP addresses to the localhost or somewhere else makes them unreacheable from that computer.
