A retainer might sweeten the deal a bit rather than the odd hour. Just a thought.
Yes - I had though about that.I'll draw up a bit of a plan for the "minor changes" and see what that looks like.
Thanks again.

Being an Eeyore ...
You're looking for an independent who is willing to take on someone else's code, in a heavily-regulated industry, to support a live system and make as-yet-unknown "minor" changes on an ad-hoc basis. Personally, I wouldn't touch it
But you could try looking on rentacoder, freelancer, guru, /r/forhire (Reddit) even contractoruk,
I would recommend a post on forhire on Reddit. You're looking for an independent who is willing to take on someone else's code, in a heavily-regulated industry, to support a live system and make as-yet-unknown "minor" changes on an ad-hoc basis. Personally, I wouldn't touch it

The magic words you want to Google are "javascript managed service support sme".
You need a support service with concrete SLAs for anything your business actually depends upon, and it's not the kind of thing you really want to get from an indy contractor IMO.
(Note, I have no affiliation with any of those companies that will turn up on that Google search. My org does managed services but your budget would have many many zeroes per year in it.)
