Desktop dead after power cut
Discussion
If it was a proper power cut then the power company would foot the bill for any repairs to damaged equipment if the cut was their fault.
My mother had the same a few years ago (with all the neighbours) and due to damaged items managed to get kettle, computer, TV, set top box and a few other little items replaced by them which were rendered dead by the power cut/spike.
Neighbours also got all their damaged stuff replaced but everyone did have an inspector round who apparently was quite a nice chap and wasn't for trying to make excuses just a, "what doesn't work since the power cut".

I tried the simple cures suggested but unfortunately no joy, so I figured it was worth trying a new power supply. Fitted it this afternoon and to my surprise and delight it started up, the lights came on and it made its usual starting up noises. Only problem, no output to the monitor. Tried the d-sub cable and HDMI. Tried the monitor with a different computer, working fine.
Is it borked? Or is there something else I can try. It's no big deal if it has to be replaced but if I can get it working it would save me having to choose something else and going through all the choices such a task engenders.

That's a shame, but it sounds like the power cut/surge knocked out more than just the PSU on the motherboard. Assuming the monitor output is direct from the motherboard and not a card in one of the slots, I'd say your choices are limited.
When you say it sounds like it's starting up the same way as before, do you see a hard disk LED flickering the same way and do you hear the hard disk spinning up?
Do you have any operating manual with the PC which tells you how to enter BIOS setup mode on power up?
If not. power it on and just press Del. and all the F keys one at a time but in quick succession to see if this does anything.
