Will more follow and if so will Microsoft need to make big changes to its OS in an attempt to bing customers back to them?

Good to see them using a gradual approach. It gives time for user acceptanceWill more follow and if so will Microsoft need to make big changes to its OS in an attempt to bing customers back to them?
and time for bugs to be ironed out.
Somewhat different to the Bavarian idea of writing their own bespoke version of Linux
and doing it all at once.

Haven't various councils and NHS Trusts tried to of the same here over the years?
Not to this extent no. I know that Parliament passed a motion that called for all digital word documents to be in the Open Document Format. But Microsoft started crying about it and appealed.Plus, with the NHS, they're never given the right amount of money to do it properly and they never appoint the right people to do it. No matter how much Crapita protests.

But a lot of their systems run on ActiveX poisoned pages, and it's expensive software that the developer might not want to port to Linux. Yes Linux has WINE and can run near enough everything but there's also the stability question which can cause problems, and to top it all off the training for the end users.
My mother in law is a nurse and she's useless with technology. God help the tech support who have to deal with her, after I had to explain Facebook to her.

Isn't Munich moving back from Linux to Windows?
I love Linux (particular soft spot for RHEL/Centos - although I run a Mac for both home and work other than servers), but for day to day stuff I really can't help but feel it's complete false economy to run anything but Windows for the average office environment!

Can you imagine if Microsoft did Office 365 for Linux? There’s a reason they don’t! Sad fact is they’re dominant and they’re going to make sure that that doesn’t happen.

As for Munich, they have a massive budget and money to burn. Thats really the only reason they're moving back to Microsoft. With Barcelona I think there's a real economic advantage/carrot to get Linux installed and to make it a success.
Here on the continent (Netherlands, Germany) this exercise has been tried several times in various level of government.
And this is almost without exception the takeaway from it:
Of course, you should always look at the alternatives, even if it is just to negotiate some discounts.

I love linux and I've pushed it to some people over windows about a decade ago, but I woudn't want to spend that effort again.Of course, you should always look at the alternatives, even if it is just to negotiate some discounts.

You may get be surprised at the new Microsoft. I suspect you won't get an Office for every distro, but I could see them giving it a crack for the biggies. If you can run Linux in Azure...Can you imagine if Microsoft did Office 365 for Linux? There’s a reason they don’t! Seriously, you can always use the Online versions on a Tier One browser, and I believe there are ways of running the fat client apps under Wine.

Only stopper is demand I suspect, given OSX is pretty common among development circles even in enterprise environments the desire to actually move that step further onto Linux maybe be a blocker.
RE the "new microsoft" I've recently started using VScode and that's available for all 3 OS, great bit of software imo and unusually so for the company involved given I use Skype for Business and that's a pile of steaming poop
