We inherited the iPads/users as part of a TUPE situation so we didn't set the policy up.
Any competent business supplying iPads to it's staff should be using MDM. A MDM enrolled iPad can have activation lock removed by the business and reset without access to the iCloud account details:

I am not sure if this could be used by the OP to remove the lock from the iPads he has. If there is a way to enrole the device to MDM from the current state perhaps that would work?

I believe they had airwatch. It might have been related to an IOS update. As I say, not my area though and my eyes glaze over when people start discussing apple products smile
