IOS12.1 Bluetooth won't discover new devices

Anyone else have this problem? Trying to connect a new headset to an iPad (2017). Bluetooth won’t find the device at all. Tried the headset on an Android phone and it connects fine.
Also tried various BT accessories on Mrs t_m's iPhone 8 and iPad Air 2. None of the IOS 12 devices will discover any new Bluetooth accessories at all.

Accessories that are already paired work fine, but IOS won’t discover new ones. Tried all the usual resets, off/on, reset network settings etc. Any ideas very welcome.

My iPhone XS, on iOS 12.1, has connected with the car and MacBook fine, but I don’t have any other devices. Are you on the latest iOS?

Yup, 12.1 on all 3 devices. It’s weird!
