Turning a .bin file into a CD?

I need to turn an XP .bin file into a bootable CD so that I can install the OS on a new HDD - how do I do that?

Also got the .cue file if that helps?

Pretty sure something like Nero will do this. Also Cheetah DVD Burner will do it and it has a trial version.
