How often do you expect people to download the images? Just wondering if there's perhaps scope to upload the full images on demand rather uploading them all straightaway. Presumably the parents see a cut down version of the image prior to payment?

So you could have a system where parents view the cut down copy and then buy the full image where they're told they'll receive an email with details of how to download the full image shortly. Meanwhile your website pulls the required image off your server and puts it in a secure password area where it can stay for 7/28/whatever days. Email then sent out telling the customer how to access the image and how to request reupload if they miss the 7/28/whatever day period.

As well as reducing your bandwidth costs, it could also help with your storage costs - you're only storing full images on your website that have already sold.
