ePetition requesting a change the the V5c.

I have posted a petition to the Government ePetition website requesting a change to the V5c vehicle Registration Certificate so that the V5c is proof of ownership. EU legislation harmonising the Registration Certificate came into effect with EU COUNCIL DIRECTIVE 1999/37/EC of 29 April 1999. Among these codes are:
C.1 Holder of the Registration Certificate.
- THE NAME ON THE CERTIFICATE
C.2 Owner of the vehicle
- THE LEGAL OWNER
C.3 natural or legal person who may use the vehicle by virtue of a legal right other than that of ownership.
- THE USER, IN CASE THE OWNER IS A LEASING OR FINANCE CO.
C.4.c - is not identified by the registration certificate as being the vehicle owner
- SELF EXPLANATORY. FOUND ABOVE THE REGISTERED KEEPER'S NAME
The C.4.c appears on all V5c’s, meaning that the Registration Certificate is not proof of ownership. Legislation is in place for the V5c to be proof of ownership; all we need is the will to implement it.
The V5c should show the owner being a Finance Co. and the client as the user until the vehicle has been paid for. In the case of a Leasing Co., the vehicle shall always be the property of the company unless it’s sold. If the vehicle has been bought outright, the owner and the user are the same.
These changes would help against fraud by making it more difficult for a registered keeper to sell a vehicle that is not legally theirs to sell.
Also requested in the petition is free online access to Finance and Stolen vehicle data to complement and verify V5c data.

it wouldalternatively if finance companies buy cars and lend them to you for a fee theyre the only ones who can sell them.
This half an half approach is what messes it up
