Painting wall below damp course

I have a garage attached to the side of my house, and the previous owner painted the inside of the garage walls white. Looks good except for the 2 bricks high around the base which is below the damp course, the paint is flaking off and it is attracting wood lice into the garage.
What's the best way of dealing with this? Do I need to remove the paint or is there something more resilient to the current paint, such as an exterior weathershield type paint?
