Britain's roads could be flooded with dangerous vehicles after a fourth attempt to set up a new safety system has stalled.
A new computer database was due to be introduced to stamp out MOT fraud.
But the system which would include a database of garages across the country, has been delayed again.
It is now more than two years behind schedule, the Public and Commercial Services union has revealed.
The delay has triggered fears that the number of unsafe vehicles on the roads could soar.
The union's Mark Serwotka said: "We have real fears that this delay will mean continuing MOT test fraud and unsafe vehicles on the road.
"The Government want services delivered more efficiently, but yet again we are seeing a privatised IT project hitting the buffers, wasting millions of pounds of taxpapers' money.
"Once more we are seeing hard-working civil servants trying to do their job with one hand tied behind their back."
Louise Sanders, of the Vehicle and Operator Services Agency, added:
"What was originally meant to modernise the MOT test system and ensure that vehicles are roadworthy and legal is fast becoming a frustrating embarrassment."
