Garage - water ingress.

Hi,

After a bit of advice from people with more knowledge than me!

I have a single brick skin garage. Surrounding garden runs towards the garage. DPC is at ground level, meaning water is getting into the garage above the dpc. Yesterday, there was around an inch of water in the garage. I've spoken to the builder who had stated that as its not a habitable building, it is not expected to be watertight and as its been signed off by NHBC, isn't prepared to do anything about it. Now, I could be making this up, but I thought a dpc had to be 150mm above ground level. Am I being unreasonable in expecting a dry garage? Is there anything in the building regs that relates specifically to dpc/garage? I have googled, but not having much luck finding anything relating to a garage.
