No hot water after boiler service

We had our oil boiler serviced on Friday, since when we have no hot water.
Or more specifically we have hottish water only at the times when the central heating is on. Outside those times it's stone cold.
Bafflingly, the immersion heater - which we were using prior to the boiler service - doesn't seem to be working, though I'm sure it makes its usual hissing noise.
It's almost like something the plumber has done has put the hot water tank out of use.
This is a picture of my heating controls.
This Switchmaster thing (name?) points to "hot water" when heating is off, and points down to "central heating & hot water", when it's on:
Before anyone asks, yes I am going to ring the plumber.
I'm just wondering if it's something very simple that won't mean me taking half a day off work to be at home to let him in.

Cylinder stat remains at 60 deg C where it always was. Immersion is off.
Boiler is firing up, as central heating is going on - should I turn CH off and see what happens?
Don't understand the 3-way valve at all - is it "giving priority" when it is pointing to the relevant thing?
Could be the valve just not making its limit on the water setting, this starts the pump on most systems, might be worth selecting hot water and then with a screwdriver giving the valve a little tweek, looking at the picture the pointer in not fully lined up, but that could be the angle that you took the picture, normal disclaimers I am not a plumber
Your plumber has possibly left a bridge in when doing safety tests. That, or he's not connected stat correctly after service.
How much boiler servicing and how much cylinder testing was done? Should be 90% at the boiler end. If you turn immersion on and still tepid, it's cylinder stat. If they want more than £25 on top from service price, ask questions...

Randomly it appears to be working fine now. Plumber's theory was that because the CH had been switched off for a while prior to service, the 3 way valve had stiffened up, and it had taken a day or two to use up the residual warm water in the tank when I turned off the immersion heater.
I think all he did was - as above - give the valve a little wiggle.
Job done!
