What do these cameras enforce?

I believe its red light camera. There's at least one in Derby city centre, A601 junction with Friar Gate, I'll try and upload a screen grab on maps.

Thanks - checked the other thread. No clear conclusion anywhere.
Definitely NOT average speed here but it looks like a Vector which IS average speed. It was good to have the old red light camera here on a busy crossroads so surely it must still be enforcing that?
I suspect there is more to come on this story as they are possibly multifuction? It looks like they cover BOTH lanes too?
