(2006) Peugeot 206 1.4 hdi Timing belt issues

Hello,
A month back now the water pump on my 2006 206 1.4hdi seized causing damage to the engine that warranted a new engine. After picking up a new engine I decided to do the cambelt and water pump before putting the new engine in for ease of access. However, stupidly, I forgot to lock the pulleys before removing the old belt. Annoyingly, the crankshaft pulley is only a cm or so from the timing hole but it will not budge and I do not want to force it. The cam shaft pulley rotates freely. The transmission still isn't attached to the new engine either.
Sorry for the long post, hope someone can shed some light as this is the first bit of proper tinkering I have ever done

What you using to try and rotate the Crankshaft? I doubt you'd move one by hand, need a ratchet (pref long handled) and socket on the nut and just apply pressure gentlyA month back now the water pump on my 2006 206 1.4hdi seized causing damage to the engine that warranted a new engine. Yes, the camshaft can be turned using a 16mm spanner and i am using just a ratchet and 18mm socket on the crankshaft wont turn it. I do have a longer handled ratchet but do not want to cause any damage. When I said the camshaft was turning freely I just meant I could turn it without the use of too much force, not movable by hand. Sorry if this isn't very clear
I assume the 'new' engine is a used one as you're replacing the cambelt, it could be that the piston rings have rusted to the bore if it's been standing around for a while.
If the crank is nearly in the correct position, make sure the camshaft is in the correct position then put a gearbox mounting bolt in the back of the block and try carefully levering the flywheel with a lever or large screwdriver against the ring gear teeth to see if you can move it.
You could try getting some WD40 or the like into the bores via the glow plug holes if they'll come out without breaking.
