The lower part seems to have been used for something that rotated, judging by the wear pattern, but that could easily have simply been an element that could swing to a suitable position, rather than an actual rotating contact.
But it could be the complete opposite, with the spigot fitting into a hole in some other element, supporting an adjustable clamp designed to hold another piece of some description.
If there are any other mystery parts with the Father's tools, that might shed some light.
