We have a utility room, with a window to rear garden (and a sink in front of it).
I’m thinking knocking the window out and replacing it with a door (small amount of pipe re-routing needs doing) but should be relatively straight forward.

There is a lounge next to the utility room that already has double door acess to the rear garden.

Do I need planning?

No, almost certainly not (unless Class A PD rights have been withdrawn, or the house is listed).

The house was subject to large 2 story extension in 2008/09 reading the decision (on the planning portal), this is the only mention I can see about PD.
