Is this light fitting safe?

This light has a metal plate to fit to the ceiling, but there is no earth connection (and none mentioned in the fitting instructions). There is only a live/neutral connector.

Is it safe to use? I am thinking of making my own earth connection on to one of the metal screws, any reason not to?

The square within a square on the label indicates that it is double insulated so no requirement for any cpc.
