We live at the end of a long lane which is a public right of way. The top of it where it joins the street is apparently a by-way. This is the only way to the house. Frequently people park very inconsiderately sometimes making it a line ball whether a car can get through. Well, now I have a a big race transporter and the summer will undoubtedly provide instances where I can't get it in or out of the house. Clearly this also applies to emergency vehicles.

If the council won't enforce any parking restrictions (which it won't), what is the situation if mirrors, for example, are taken out accidentaly in getting access to the property?

Sit at the end of the lane making lots of noise with your horn until someone comes out and moves their car? Or are these cars left all day while people are at work/using the shops?

Are the offenders a small number of 'regulars'? If so, leave a note explaining the predicament politely.

Can the council get their bin lorry up the lane for their weekly trip to your house?

They are off into town or the park because they won't pay the 50p to park all day in the car park 50 yards away. The only person a horn would annoy is our one neighbour who suffers from it as well (it is a rural area on the outskirts of town).

So it sounds like time for a nice, clear sign where they can see it saying access for lorries, not responsible for damage etc. (even if you are, you can still write it to discourage others). Or how about some white paint and making some road markings - solid line with end markers for the width of the lane?

I agree. Although this would be best done anonymously, I do not think anyone would complain, and people would probably adhere to it.

Can air escape from tyres when a vehicle is inconsiderately parked?

I'd invest in a fork lift truck, Or better still, Totally box then in with a couple of old bangers!
Can you not put a sign up saying 'Emergency service access requires 24hrs a day, force will be used to remove any vehicle restricting access'
As for the narrow gaps, I love a challenge!

Not legally, you leave yourself open to a criminal damage charge.
