When I as a kid I had to do the "cycling proficiency" test before my folks would let me out on the public highway. Don't laugh, this taught me what to expect of other road users, how to ride on the road etc. I am still an occasional cyclist (fair-weather only these days....), but the example being set by many adult cyclists leave much to be desired. It's a bit like the Horse vs Car argument (hmmm, seen that some where else recently......) about considerate behavour to other road users. The point I want to make is there doesn't even seem to be this fundamental level of education any more, so what do you expect these people to be like when they get a car ??

I echo your sentiments. I remember when I passed my cycling proficiency test, gave a great sense of pride.

Don't know about any cats, but I remember Tufty the Squirel and Kevin Kegan in a '70 bubble perm explaining the green cross code. Are you confused with Charlie the cat ?? This could degenerate into kids TV if we're not careful........
