Depends how big. Outlook can be setup if you know what you're doing. If you're doing 10s of thousands, you might prefer to use the services of an external email company.

Look into bulk mailing legality issues (data protection, opt-ins/outs etc) in this country, too. Most marketing types haven't got a clue. How do I know? Check the opt-ins/outs on most websites in the UK and the wording is incorrect.
