There are three of us working on a new project, but all in different locations. Is it possible to have one central hard drive that we can all store data on? It would have programs just data and I would like it accessable over the net from where ever they are in the world,

Possible?

Indeed it is. The best and safest way would be to buy a NAS and have that set up with the files on it at a particular location. There are a number of software packages that will allow remote access to it, some even come free with the NAS.

Thats the sort of thing. It looks like from the spec it may have remote HTTP conection built in, which would be a web based interface.

Their web page backs that up so I think thats all you would need.

You don't say what the file sizes are but if they are of any size then given how slow that will be over a broadband connection have you considered any of the hosted offerings? I like the look of http://www.livedrive.com/business.aspx or http://www.humyo.com/pages/en/online-file-storage but there's tons of them out there.
