If it's policed by camera, what's the betting there'll be an average speed element too on motorways and major roads? And massive jams on minor, uncharged roads.

To be fair the gov't has said they don't have any intention to put it in place on existing roads but that they might consider building more toll routes in the future, can't find the page where I saw that but this supports it:
