If it is brought in and what's the betting it'll be on a PFI, so as to be off-the-books?) the cost of road tax and fuel might fall - as a sop - but for only a couple of years at best.

The civil liberties groups will scream, and the storage of ANPR data will seen trivial. But, in the end, the politicos will triumph.

If it's policed by camera, what's the betting there'll be an average speed element too on motorways and major roads? And massive jams on minor, uncharged roads.

I already pay as I drive - it's called fuel duty - and VAT on fuel duty - so why the additional expense of technology to measure how far we have driven?

Already the most polluting vehicles pay more!

To be fair the gov't has said they don't have any intention to put it in place on existing roads but that they might consider building more toll routes in the future, can't find the page where I saw that but this supports it:

But Transport Secretary Philip Hammond refuses to back the scheme in the current Parliament, which could run until 2015

I tend to agree, the backlash would be pretty big. The thing that does concern me is the miles of purple ducting going in down arterial routes nowadays, I know they are supposed to be for driver information signs but......
