The IP address (IP number as you put it) is not neccesarily consistent.

It could change over a period of days or weeks or even months. *

• depends on how often there router is powered off and how long for - also depends if they have a statically assigned IP address or not.

You might be able to, but you'd have to prove the libel charge to establish good cause for needing it - even then it would be difficult for the reasons stated above.
