G24 Contractual Parking Charge Notice....

HI all,
As above my girlfriend has recieved one of these parking charge notice from the company G24. She had parked for too long at a retail village called Freeport near Braintree, where she been spending the afternoon spending her money within.
My immediately inclination is to ignore it as I believe it is a speculative invoice and they have no legal rights?? Could anyone confirm if i am correct or if a am a wally and liable to land my girlfriend with a hefty fine?
