I didn't mean the unit was a battery - it's the secure weatherproof casing that battery packs go in to for VAS units, among other things.

It'll have been put up by the highways dept, or someone working on their behalf.
Seems a logical answer, thanks.
VAS = vehicle average speed ?

Lol @ some of the answers biggrin

A mate works for the local council's Highways Dept. and having seen these in my home town, I asked him what they were.

They're mounted by the council's highways department. Inside is a radar device. It is used for monitoring the amount of traffic using a road, nothing more.

The ones fitted in my town recently were along city-centre roads, after a change of use of a 'rat-run' road saw 'no cars / motorcycles except for access' signs erected at the end of the road.

The council then wanted to see if the traffic level dropped.

Apparrently it didn't, so with this data, their next move was to station Plod and council bods down the road for a week, stopping everyone and asking why they had entered the road. If they had a valid reason - i.e. they lived there or were 'accessing' a local business, great. If not then it was fine city. The road is now fairly quiet!
Superb, thanks for info. In fact I met a highways person just this evening & he said exactly as you say.
