Insurance query after bump

Hi folks, just looking for some advice on behalf of the young apprentice in work.
He was on his way to work this morning, stuck in rush hour traffic going along at a snails pace when he bumped in to another car infront, he says this was no more than 2mph and knows he was in the wrong
He gets out to see the damage, none whatsoever, not even a mark on the dirt of either car.
The 2 folk in front stay in the car saying both their backs are sore and call the police and an ambulance.
The policeman says he knows they're at it but didn't want to get involved as it may end up in a careless driving charge for the apprentice, so they leave after the 2 folk leave in an ambulance.
Was just wondering what he does now, does he call his insurance and tell them everything or sit and wait on a call from them.
How far are these chancers likely to get, have the insurers clamped down on this yet.
