Crash for Cash?

This is evening, driving back from Telford, Donnington area if anyone knows it. Approaching a roundabout around 9.40 (so getting dark enough)car (car 1) travelling around the roundabout with no lights on, suddenly decides that they actually want to drive all the way around the roundabout back on themselves. All very last minute. Car two cars in front (car 2) stops in time to avoid car 1, car (car 3) behind it fails to stop, right into the back of it. If I was in his position I believe I would have struggled to stop in time, as I also genuienly thought car 1 was exciting the roundabout. I stop in good time apply hazards plenty of room for others to get by, get out to give details as independent witness.

Driver of Car 2 (complete with 3 passengers) instantly says everyone would be safer if we moved off the main drag down a side street to exchange details, no photos taken.

I follow and give contact details, at this point curiosity gets the better of me and decide that once giving both my contact details that I'm just going to drive into McDonald's car park as it just doesn't quite seem right (the direction in which car 1 drove off in). Sure enough pull into McDonald's car park to find what I believe was car 1 sat there in the corner of the car park four up! So I pull into a space to jot the number down as soon they saw me with pen and paper, they manage to turn their lights on and leave.

So back to orginal question does this sound like Crash for Cash, if so who would you report it to or would you wait til car 3 contacts you to show your true detective Poirot skills?

You will notice that it too is close to Telford.
Looks like the scam is quite prevalent in that area.

So would you report it? and if so 101 will they give a monkeys, its obviously an issue in the area. I feel that it wont make a blind bit of difference and the poor bloke it is about to be royally shafted for 4 personal injury claims.

Even if I've got what I believe is the causer of the accident registration number.

Get it reported.
Unfortunately haven't got enough details for that. I'm hoping that as I was there to act as independent witness and the fact they clocked me writing down the details of 'presumed offending vehicle' that they wont pursue it. Although if either get in contact, especially the target drive, I will pass on the website and what other details I have.

It was more a case who to report it to where the information would be most effective, considering the limited detail I have. But never the less thank you for your concern of my conscious.
