68 in a 60

Can anyone confirm or dispel some myths for me, please?

The Welsh speed Taliban have sent me a NIP today for an alleged 68 in a 60 on the M4.

Myth 1
The alleged offence was committed on 2nd November but the NIP is dated 25th November.
What happened to the 14 day rule?

Myth 2

10% + 2 MPH ?

You asked what is 'the' reason the limit shouldn't be exceeded. The answer is there isn't one ('the') reason. That's why I said they exist for many reasons & the reasons they exist is why.
The limits apply for both motorways & urban roads (& country roads too), again for more than one reason.

The residents of the Isle of man seem to be able to cope with areas of A road (at best|) without a random number on a stick.
