How far can i appeal parking fine?

Have been out today to a town where there is absolutely no free parking in the town, even on street parking is chargeable. The meters do not take card, notes or it turns out new £1 coins. There was a few people at the machine also stumped and asking anyone passing if they could swap for older ones but to no success. I tried the nearest 3 or 4 shops who all basically wanted rid of me without a purchase as they are fed up of people asking them. I put a note on my dash explaining all this and even put the change we had to show we only had new one pounds and were happy to pay. Return to car and have a ticket, am still happy to pay the 2.20 parking fine but as the machine ia refusing legal tender I don't see why I should be fined. The only option to avoid this was to go to a cash machine, draw out a note then return to a shop, but something i don't need just to ask for coins that the machine does take which seems stupid. Do I have a good case to appeal? Is there any further than the online appeal if they say no I can go to? Cheers

No I had enough money to pay but needed to use pound coins, it never occurred that new pound coins would cause an issue, I was going for a meal so knew that a card was all I needed and change to park.

If not, you can appeal to the independent adjudicator, but I believe they only look at the legal perspective and that was you needed to pay to park and for whatever reason you didn't.

Haven't called today as went straight to the website yesterday on the ticket and have sent in an appeal there with a description of what happened. And as above the fee is/was £2.20 which I'm happy to pay but fine is £25 or £50 depending on how soon it's paid. I'm assuming they will come back to.me with the appeal decision before the 14 days where it goes up. It's not the money on this one just the principal, I'm sure the council's knew the weight and dimensions long before the new coin came out so could have easily altered the machine.
