Anyone aware if the HADECS cameras as installed on the M25 enforce Red X (closed lane) warnings?

M25 today had Lane 1 closed for a couple of miles with Red Xs on the gantries as well as information boards clearly stating 'Red X means closed lane, do not use'. This was owing to a stranded truck (I think tyre delamination).

Despite this, there were quite a few who choose to ignore this and barrel down Lane 1 until the inevitable panic brake and push in at the sight of a HATO with flashing lights and cones.

I'm aware there has been a campaign of late (certainly on the radio) to alert drivers to the meaning of the Red X. I don't doubt the ignorance of the general public, there have even been threads on here where PHers have claimed they were unaware. Today's event however was not ignorance, this was 'fk you' I'm too busy/important/much of a to follow the rules.

Given these cameras are reportedly 'safety' cameras, I would have no issue if they were calibrated/set up to catch these clowns and actually provide a safety service. cop

Smart Motorways only work (and are safe) if everyone plays by the rules. These drivers are piss takers and well deserving of £100 fine & 3pts. furious

Some people are just selfish dicks.
Indeed, that's ultimately the major safety concern.

Perhaps reasonable to suggest a careless driving charge or a dangerous driving charge?

Both perhaps can be argued.
