Anyone experience in Multi Occupancy Houses and the law ?

Ok so the house next door is a 5 bed and is being converted into a 6 bed, bedsit for professionals.
They have badly bricked up the garages and have ripped out the bathroom. I am told by the one man band builder who has been at it since mid april this year. Each room will have an on suite shower room.
I have called my local council and they are useless and no-one seems to know anything there.
He doesn't seem to need planning but the law since 2010 seems confusing.
Its a small close and 4 bed detached houses mostly retired couples but the works have gone on so long with many works being do till 9pm on sundays etc.
They started moving the electricity meter out of the house and cut my power. I called local power company and they came out and stopped then and did it for them 2 weeks later. The guy lied to me on the phone saying WPD were doing the works even when I called them and they confirmed he had not done their paperwork or paid.
I got a little fed up with it when I arrived home on saturday after we had been on a weeks hols to find all their building materials on my drive and the entrance blocked by chatper 8 barriers. When the owner arrived I asked him if it was reasonable and he said they took advantage as you were away.
They have covered my home and cars in dust weekly for the last 7 - 8 weeks.
I was trying to get ignore it but I am fed up with it now! Having worked men using a wacker plate and petrol angle grinder all weekend until 9pm on sunday and the materials on my drive have really pee'ed me off.

What sort of building materials? If that happened to me I'd have no issue moving dumping them all, including barriers, on their property.
(Or advertise on gumtree - free for anyone prepared to collect?)
Block paving, kerb edges etc. They had guys working at 1pm on sat when we got home. I couldnt claim them as mine they were all on my drive.(Or advertise on gumtree - free for anyone prepared to collect?)
