New motorway limit : 30mph

Roadworks are beginning! They have got the speed cameras up and are now active. The M621 into Leeds is now 30mph!

30!

It is normally 50mph, due to a fair amount of on/off sections and it's busy at rush hour around the main junctions, but it's still largely 3 lanes plus hard shoulder.

So... What could the road people possibly be doing that warrants a 30 limit, where all other motorways get spanked to 50?

30mph! the same speed as passing by most schools, the same speed as driving through housing estates where people exist all the time, not just a few hours at night. And arguably there are more dangers there - and no one is protected with barriers and certainly no speed enforcement for the entire stretch.

What could they be doing? I'll let you know in a few days when they finally get the diggers and barriers out. In the meantime, whilst we all trundle along an open 3-lane-plus-hard-shoulder speed controlled motorway at 30mph...any guesses?
