New car registration - certificate of newness unavailable?

A new car has caught my eye...

It is described as ‘new’ although the maker no longer exists as gone into administration.

The car is marketed as ‘ideal for export’ which suggests to me that uk registration may be problematic...

I have no experience of these things other than looking at the dvla website. It suggests that a certificate of newness is needed and I can only assume that this won’t be available...

Are there any solutions?!

If it was considered at worst a used/kit car of unknown origins does that make uk r3gistration impossible?

Car is a Zenos by the way. No idea on the emissions front. Assuming there are no documents, could it be iva'd on its own merits or does it need some form of provinence?
