TV Licence query ?

Mrs Merc`s sister has a self contained apartment in a retirement complex. She is over 75 so gets a free TV licence. The TV she has is a tiny 18" thing,she has poor site and hearing so I gave her a nice 44" wide screen TV. Problem is its to big to be safely and sensibly located in her small room. We decided to put it in the communal lounge room so she can meet up with some other residents and watch TV.
Now she has been told this TV will need a licence. As its her property would her free licence cover it? Its in a communal lounge room that`s open to all residents so would the owners of the complex by liable for a licence ?
I`ve had a look at the TV licence web site and all it says is something about a £7.50 licence for TV`s in people`s rooms in care homes.
I`m thinking don`t worry about it. Would a TV detector van man be bothered to go round all the apartments checking licences?

Thanks for the reply Dave.
I don`t think its worth worrying about. Its a small well run place,all the residents are either over 75 or have a full licence. I will leave it where it is,its my charitable gift to the old people. I hope they enjoy it.
