CIM recall - Vauxhall Astra

Just looking for thoughts on this. Back in 2011 my 2006 Astra was recalled for a fix to the CIM module. This recall was to rectify the possibility that the horn may not work when the headlights were on. This wasn't a problem my car suffered before or after the fix.
That was until today when I realised the horn wouldn't work until I switched the lights off. So will Vauxhall fix this f.o.c if its the same issue that the original recall was supposed to rectify 3 years ago?
I've booked the car into the local Vauxhall dealer next week to be checked. They say they will charge me £48 for checking the fault but would be refunded if Vauxhall decide to fix the fault free. The dealer will contact Vauxhall after looking at my car for a decision.
I'm not sure if I'm being potentially ripped off or not. I'm also not sure if this is a job an independent garage could sort at a fraction of the price or if it's only Vauxhall that can fix this fault. But of course I need to go through Vauxhall if there is a chance of a free fix!

We've just noticed the very same thing with our Zafira, which is well out of warranty. A quick email to Vauxhall, they confirmed that it falls into the scope of a recall. All we need to do is book it in, pay the diagnosis, which shouldn't be too much, and they will cover the repair.
They said as long as the car is less than 10 years old or 100.000 miles.
Also, if the CIM module is needing to be replaced, it would be best for Vauxhall to do it, as they will need to code it to your car.
Thanks for the info. Mine certainly falls into the correct category being nearly 8 years old and with 49k on the clock. Just annoying that it was in for the recall before. They said as long as the car is less than 10 years old or 100.000 miles.
