Xbox series X vs well specced PC

I need something explained to me I think.
My son is moving from a Xbox series X to a PC (yet to be bought) and I am doing a bit of reading so I know what is going on. Everything I have read says that you really need a 3080 to do proper 4K gaming on PC as a 3070 just doesn't quite cut it at that resolution.
I have seen many reports that says the Xbox handles 4K really well.
The Xbox is £450 and a decent specced 3070 based PC is £2000
Something doesn't add up?

He has a laptop for gaming at the moment. We got that so he could do school work on lockdown but as soon as he got it he never fired up his Xbox again so we sold it. He is a 14 but appears to really like adjusting stuff and tweaking it. He is also getting into eSports and Twitch streaming of his games etc.
He is funding the PC build by selling other stuff he has grown out of so I am willing to support the way he has been proactive here.
I find it strange that on one hand you hear people say that PCs are much more powerful than consoles and then when you look it only appears true if you splash out for a 3080 based PC that would cost about £2500?
