Removing touch up

Recently got a new (to me) car and it's got one or two attempts by the previous owner at using touch up though looks like they applied it blindfolded with a 2" brush.

Exaggerating but you get the idea.

So taking a look around it seems the general suggestion is cellulose thinners and a cotton bud? Anyone done the same? Wondering how well or badly that went.

Cars only 2yrs old so the touch up can't be more than 24 months old. Just need to remove it so I can reapply it better with a fine tipped brush before it gets a polish.

I would think whoever's doing the polishing would/could wet sand them better before polishing.
Ah well, the answer is myself. I'm more than happy polishing but wet sanding is just outside my comfort zone.
