Clearcoat failure or something else?

I cleaned my car today didn't notice these when the car wasn't shiny. Snowffoamed and rinsed washed with car shampoo dried with microfiber towel then used a spray wax. And buffed off. Now I can see all these white ish spots on the car not sure if the clearcoates going bad now the cold weathers hit or if I didn't dry car enough before waxing or maybe a little light rain has got onto the car after the wax. Tried wiping off with microfiber and quick detailer no luck.

Never used a clay bar so unsure of what to do. I don't think it will come off meguirs cutting Compound didn't touch them so I think I stuck there. It's definetely something to do with the cold weather as they go on a milder day but as it's super cold out the cars roof looks like white dots everywhere haha. I don't mind too much as long as it don't peel. Tis an old car after all just didn't want to have the paint completely going to crap.
