Brake pads and pipes

The pedal feel and initial bite on my Sport 160 is less than ideal and I'd like to sort it.

So from everyones expierence do I want to change the pads, and if so to what?

Or do I want to change the flexi hoses to braided ones?

Or do I want to do both???
