Double roundabout paint question

My old man recently got caught out somewhat by the markings at this double roundabout. Wanting to turn left at the first roundabout to enter the second, then turn right, he took the left lane. Of course, closer inspection shows that there isn't a straight on exit at the first roundabout, but you can't see that until you're virtually at the roundabout. Shouldn't this be marked as a left and right arrow in the right hand lane?
