T-Junction right of way

I have a question relating to right of way when joining a road from a private driveway.

For example, if you're on a minor road at a T junction turning right and the traffic on the major road signal to let you out, you turn right to find that a vehicle on the opposite side of the road leaving from a drive way also turning right interprets the same signal then also turns right, this results in the two cars accessing the major road from opposite sides and colliding in the middle.

Does the driver turning right from the minor road have priority over the driver accessing the road from a driveway?
