Can't help, sorry as I'm not too familiar with Rotterdam as a *secure* place to live as such, especially for someone based to the south of the city.

Welcome to Holland though and remember to check back for our irregular (6 weekly ish) PH drinks in The Hague/Delft area.

(or follow me on twitter - @troccy to get into the secret circle)
Will look out for the PH drinks, car on a transporter to here next week...Cant wait..

I live very close to Rotterdam, a bit on the north side.

Budget is important and finding a house with a garage is not easy. Another problem is the housing market. A lot of people want to rent a house instead of buying one
www.funda.nl is THE dutch site to find a house but unfortunately only in dutch (good for practicing...). Let me know if you need someone to translate.

Rotterdam-South is not the place were you want to live. Dordrecht is an old city and not bad.
What do you prefer? There are some new suburbs close to Rotterdam, I don't like them (I prefer space and live in the country) but they are not bad to live.
(Furnished) Private rental is also possible. Beautiful houses, sometimes with garage but not cheap.

Also one location can be far better then another one; traffic can be bad.

If you decided where you want to live contact a local real estate agent.
Still searching but Dordrecht is a NO NO, its dead...Gedempte and Jufferstraat are looking favourite in Rotterdam if anyone has any minuses please let me know
