TPS Only Goes to 95%: How to Adjust Throttle Cable

I finally got freescan running and noticed that with the engine off the TPS will only reach 95% (is this a magic number?) with the pedal planted.

I can't find directions in the service notes. How and where do I adjust it?

Thanks, but I'm a little confused.

The cable has a little slack at both ends. Not a lot, but it's not taught either.

Should I adjust at the TB or pedal end?

Also, when adjusting the pedal am I actually adjusting the cable (I don't see how)or the bolt that stops the pedal from travling?

I adjusted the bolt and got it to read 100% so I imagine that was all it was. Thanks.
