I'm after a reliable saddle pack which just uses the rails and doesn't connect via the seat post. Doesnt need to be big - looking to store a tube, multitool, a couple of patches and a couple of spare chainlinks. Whats best recommended? Most I see have the velcro strap around the seatpost. My Topeak rubs my shorts or leggings at this point and causes wear so i'm trying to avoid anything similar.

I have one of these. Can fit pump, multi tool, tyre levers, small bottle of lube, monies and emergency chocolate bars in. I like that it can unclip really easily. You can also fit a light on the back.

I've got the non-clip on version of this.

I think I'll pick up a Lezyne or Scicon 350. By all accounts they can get a fair bit in for their size and whilst the Topeak is much bigger in volume, its a bit of a pain to pack it tightly so theres a fair bit wasted.
