This is probably a bit of a long shot...but do the 2017 Challengers still get foam injected into their sill's/rocker panels at the factory?
Hopefully Dodge have ceased this practice?

If you are going to keep it, I suppose the only thing to do is open up the rocker panel, dig out the foam and rust proof it properly.
What a real ball ache. What the hell are Dodge playing at?

Many manufactures do it for extra rigidity & sound deadening, Aston Martin defiantly do as I saw one in bits a while ago & the chassis was full of it.
That is bad news!....I guess people will buy these cars brand new, keep them a couple of years then the 2nd or 3rd owner gets the rust!.....bummer!
